In 2008, Charleston became an ASPCA Partnership Community.  The Charleston Partners are:  The Charleston Animal Society, Pet Helpers, and Humane Net, Inc.  The goal of this partnership is to increase the live release rate (percentage of animals entering area shelters that are saved) to 75% within five years (2008 - 2013).  At the start of the partnership, the live release rate was 37%.  By the end of 2010, almost three years into the partnership, Charleston's live release rate was at 54%, which is the first time in history that a community in the Deep South has saved over half of the animals that enter its shelters.  The goal for 2011 is to reach a 65% live release rate in Charleston County.
